LONDON HGV SAFETY PERMITS
Progressive Safe System equipment, professionally installed.
The Direct Vision Standard measures how much an HGV driver can see through the cab windows. HGVs over 12 tonnes entering or operating in Greater London need a valid safety permit. Vehicles below the required three-star rating may need Progressive Safe System equipment before a permit can be granted.
Requirements depend on the vehicle’s star rating and the current Transport for London specification. Operators should confirm their vehicle and permit requirements before installation.
PROGRESSIVE SAFE SYSTEM EQUIPMENT
Technology designed around critical blind spots.
The equipment required depends on the vehicle, its existing safety systems and the current approved specification.
CAMERA MONITORING SYSTEM
A nearside camera and in cab monitor installed to provide the driver with improved visibility of the relevant blind spot area.
BLIND SPOT INFORMATION SYSTEM
Compatible detection equipment installed along the nearside to identify vulnerable road users within the specified detection area.
MOVING OFF INFORMATION SYSTEM
Front detection technology installed to warn the driver of vulnerable road users within the frontal blind spot area when moving off.
AUDIBLE VEHICLE WARNING
An external audible warning device installed to alert vulnerable road users during specified vehicle manoeuvres.
IN-CAB DRIVER ALERTS
Visual and audible warnings positioned within the cab to provide clear information without unnecessarily obstructing the driver’s view.
WARNING SIGNAGE
Approved warning signage positioned on the vehicle in accordance with the applicable guidance.
WHO NEEDS A SAFETY PERMIT?
HGVs operating in Greater London.
The HGV Safety Permit Scheme applies to vehicles over 12 tonnes gross vehicle weight that enter or operate within the enforcement area. The equipment required depends on the vehicle’s Direct Vision Standard star rating and any safety systems already fitted.
THREE STARS OR ABOVE — Vehicles meeting the required Direct Vision Standard rating may qualify for a permit without additional Progressive Safe System equipment, subject to Transport for London’s application requirements.
BELOW THREE STARS — Vehicles below the required rating may need the Progressive Safe System installed before a permit can be granted.
CHECK BEFORE INSTALLATION — Operators should confirm the vehicle’s rating, existing equipment and current Transport for London requirements before selecting a system.

Capture installation records and photographic evidence to support project completion and the operator’s safety permit application.
